Yes, in the episode “The Doctor’s Wife” he mentions a time lord who regenerated a few times as a female. You also may recall the first time we see the newest doctor he thought he might be a female for just a moment. He couldn’t possibly think he might be a female if in fact it wasn’t possible he could be.
